HUD’s Resident Opportunity & Self-Sufficiency (ROSS) Grant Explained

Public housing residents often face barriers to employment, education, and financial independence. The HUD Resident Opportunity and Self-Sufficiency (ROSS) Service Coordinator Program addresses that gap.

ROSS grants fund service coordinators who connect residents to supportive services like:

  • Job training and financial literacy

  • Education and GED programs

  • Childcare, health services, and transportation

Eligible applicants include Public Housing Authorities (PHAs), tribes, and resident associations. Funding can exceed $500,000+ over 3 years and requires measurable outcomes in resident advancement.
